Structure of Panchayat Raj Institutions (in India)

Panchayat Raj refers to the local self-government system in India. It functions through a three-tier system:

1. Village Panchayat (Gram Panchayat)

This is the lowest and primary tier of the local administration. It covers a single village or a group of small neighboring villages.

  • Elected Representatives:
    • Ward Members: Representatives directly elected by the people from each ward.
    • President / Chairperson (Sarpanch): Elected by the ward members from among themselves, or directly by the people in some states.
    • Vice-President: Elected by the ward members from among themselves.

  • Key Functions: Addressing local needs such as village development, safe drinking water, sanitation, public health, primary education, construction and maintenance of local roads, street lighting, and promotion of agriculture.

2. Block Panchayat / Panchayat Samiti

This is the intermediate (middle) tier situated between the Gram Panchayats and the District Panchayat. It connects and coordinates all Gram Panchayats within a block.

  • Elected Representatives:
    • Members directly elected from block-level constituencies (divisions).
    • Presidents of Gram Panchayats within the block (ex-officio members in some states).
    • Block Panchayat President and Vice-President elected by the block members.
  • Key Functions: Planning and executing block-level development schemes, providing technical and financial assistance to Gram Panchayats, and coordinating health and educational institutions at the block level.

3. District Panchayat (Zilla Panchayat)

This is the apex (top) tier of the Panchayat Raj system. It coordinates the activities of all Block Panchayats and Gram Panchayats across the entire district.

  • Elected Representatives:
    • Members directly elected from various district divisions.
    • District Panchayat President and Vice-President elected from among the members.
    • Members of Parliament (MPs) and Members of Legislative Assembly (MLAs) representing the district (as associate/ex-officio members in some states).

  • Key Functions: Planning overall development for the district, monitoring and coordinating the functions of Gram and Block Panchayats, executing large-scale infrastructure and development projects, and addressing issues that span across local geographical boundaries.

This three-tier structure ensures an integrated and decentralized approach to rural development from the village level up to the district level.
